I'm not aware of any tools that specifically deal with .X files. You'll find that various modellers will either allow it as an "export" or "save" option, or you'll find a 3rd party conversion tool that will go from a common format to .X.
The .X format is fairly specific to DirectX programming, and isn't used for many other purposes - thus it's rarely a "core" feature of modelling packages.
You could look into "Milkshape 3D" and "Blender" for cheap/free ( ) modelling packages. Alternatively, if you've got the cash things like Maya and 3DSMax are popular.
