It's for multitexture
You can actually Modulate one texture on another one
So you can have more then one set of texture and more then one texture coordinate
So you can put an Environement texture Modulate with a Material texture
To simulate a reflective surface
You can do this by selecting the correct COLOROP0 and COLOR_ARG0
If your Color Op of the current level is not DISABLE it will be in the multitexture
Make sure your TEXTURECOORD for each level
point to the correct pair of Coordinate in the FVF
