Cabinet File Not trusted

I tried to download DirectX onto XP using Civilization IV and it says that a cabinet file cannot be trusted does anoyone know how to fix this

I also tried goin to download.com and downloading it before I installed the game and it gives me the same error. I found a thread that said to right click a cabinet file and go to properties and find the option to trust the file but I see no such option..

Can anyone help!
