You can't get an XDK for xbox or xbox360 unless you are a registered developer and for now this means you are a big company with lots of $$$$ All the public information is here: http://www.xbox.com/en-US/dev

OK. This is getting somewhere. The Xbox _is_ running an OS (as it was designed to do I would say), all be it a minimal one.
As for being a standalone one... well I'm sure it works for all those people who don't have subscriptions to XboxLive
