I doubt you will find anything for general purchase for several reasons. There is no market for this kind of thing - mouse feedback is generally for tactile responses to actions and rumble/vibration/force feedback on controllers and gamepads is part of that devices gameplay experience. Having it outside the controller makes no practical or economic sense.
How will the user get the feedback from the device you imagine Will they hold it in their other hand Strap it to their arm Neither of these things currently makes much sense other than for your scenario (and maybe inside a research lab or something).
You asked about nintendo rumble packs in your other thread - there are adapters to convert other kind of controllers to USB for the PC but I'm not sure if any of them have the 2 way communication needed for rumble.
As for APIs, DIrectInput is designed to talk to controllers - it would be possible to use that API for other devices to have rumble only but for the reasons above I think it unlikely you will find anything.
Your best bet would be to but a cheap controller with feedback, take the case off and somehow build the vibration units into something you can use.
Oh and please stop posting essentially the same question in multiple threads it doesn't increase you chance of an answer and gives the moderators extra work to tidy things up.
