This file is created by VisualStudio.
It is meant to exist only in the source control database, when the solution file is not in the solution's bound root (the folder used for the solution connection to the source control database).
The <Solution>.VsScc file contains in that case a relative path (from the solution's file to the bound folder) that allows the scc integration package to correcly open that solution from source control.
