WCF is meant to be based on WS-* standards and should be looked as the next generation Web Services framework for building Service Oriented application. WSE has enhancements to the first generation web services to add Security features (WS-Security) and others... So, in short if you are looking at WCF now no need to worry about WSE 3.0.

If you have choice to write apps in WCF,we don't need WSE 3.0,some of these questions discussed here(you can consider WCF as WSE 4.0+more)
