In the document of how to setup SSL for VSS, the first step is:
To enable SSL:
1. Ensure that Windows Server 2003 is installed on your computer.
2. ...
Does it require Windows Server 2003 Now I'm using Windows Server 2000. Could it work
Thanks!

Web Service(SSL) access requires Windows Server 2003?

Yes it works on Windows 2000. However, if you are using VSS Beta 2, you may have to configure Remote Access manually.
I'd also recommend installing IIS before installing VSS on the Windows 2000 machine.

As far as I know, the service runs on Windows 2000.
It runs on WinXP, too, but IIS on WinXP has some limitations in the number of connections that can be opened, and we've seen situations when the connectiosn remain open more than needed until you run out of them, and we've also seen some strange behavior when using https on port 80. Therefore XP is not a recommended platform and that's probably what the setup document tried to communicate.

My plan is to install VSS on a Windows 2000 Server. My workstation is WinXP and I did some tests on this sometimes.
Yes, I did install ISS before VSS.
Do you mean Internet Web Services Acess by "Remote Access" I've finally make Internet Web Services Acess to work in LAN. Next I'll try to use SSL and access it remotely.
Thanks!

Yes, Roman meant "SourceSafe Internet" by "remote access", and that with Beta2 you may need to do manually the settings that otherwise should have been available in VSS Admin in Server/Configure/SourceSafe Internet dialog.
