When to start creating reports?

Hi All,

I hope im in the right place to ask this question, I have been getting sleepness nights after I have been requested to start work on creating reports on an application which is currently in its early days of the development cycle (if that). We dont have a prototype database ready yet but soon. When would you know it is a good time to start creating reports .
