Using XP64 ver. 1069
Get an error that background intelligent transfer system is not enabled.
I try the troubleshoot, but all settings match and diagnostic tools they say to use won't run, because errors say "for windows xp only" or "for other architecture"
It is supposed to run on this version I according to the list I think.

I have been beating my head against the wall trying to figure out why BITS wouldn't start. Must be corrupted files in the Downloader directory or something.

I don't know for sure why this problem occurred, but I assume the file was corrupted - perhaps during an automatic update.
I do know that it has affected a LOT (100,000s) of people worldwide, and there have been very many complicated fixes (which didn't work for me). It seems to have occurred at about the same time. Even now, a lot of people don't know they are affected - unless they are checking updates or have trouble downloading an update as I did.
Microsoft tech said that a good copy of this file would be replicated (somehow) once the other one deleted (to recycle bin). Sure enough, the file has been replaced on my PC, and all is still fine. (jinxing myself now!)
Glad I have helped a few others. I know that I was tearing my hair out for MONTHS over this one!

Same error on my PC for >18months. I have tried all the fixes, but nothing works. I just can't turn BITS on. I am now beyond crazy! And have had no updates for >18months!!
Your error code has a resolution in the microsoft help & support article ID 910337. There are lots of resolutions in this article
My error code is 2147024891 (cf94). This fix did not help me.
Did you get any resolution, if so please share.

Dont know why something as silly as cutting and pasting the folder to the desktop works but it did!
I found the Downloader folder in local disc C,docs+setting-allusers-app.data-microsoft-network.
I cut and pasted it to the desktop and went back into services and was able to start the bits.
44 updates later I'm good to go.

Finally fixed mine with help of techs at microsoft.
Very simple for me. (After 200+ hours of fiddling & tweaking to try & fix)
Opened - My computer- Local disc C - Docs & settings - All users - Application data - Microsoft. In this file were 2 folders - Connections and Downloader.
I simply cut & pasted downloader on to desktop ( then recycle bin once it worked)
and IT WORKED!!! Was able to start BITS service and downloaded 41 critical updates! PC running fine now. Can't believe how simple it was in the end.

im trying to install vs2005 but when i run it through the run command in the start menu, i have this error:
"setup was unable to copy the file d:\visual Studio\dvd1\vs\setup\deletetemp.exe to your temporary directory. Please make sure that this file exists and rerun setup"
anyways to correct this problem on this installation

Thanks to Dr. Bev! I followed the instructions and yes, it worked!
Question: Once it works, you said to move the Downloader folder to Recycle Bin - does this mean you are deleting it entirely from the system
Also, I did not find the downloader folder in my Microsoft folder, it was in the Network folder ( maybe my Win XP Home is different )

If so, it needs the BITS service running to download the product.
Follow mstish's comments to enable the service.

Check if the background intelligent transfer system service is enabled on your machine. Open Control panel-->Administrative tools--> Services.
Check if it is disabled in services, if so, enabled it.

Hey, I had this same problem for months, it drived me nuts. I FINALLY got it fixed! Here's what I did, hope it helps:
Windows could not start the Background Intelligent Transfer service on the local computer. For more information review the system event log. If this is a non-Microsoft service contact the service vendor and refer to service-specific error code -2147024894. (0x80070002)
If you receive this error message, follow these steps:
In the General tab, click Start.
