Since you're new here, I thought I'd let you know that you're much more likely to get help if you ask how to create or use an existing "outlook 2003-like navigation bar", as opposed to just shouting for a free one.
If you're only looking for prewritten code, check the sample code and control gallery sections of this site.
Other than that, just try to remember that these forums are about coding and development; they are not meant to be a source for free software.
Good luck and keep an eye out for the official release Visual Studio 2005. It has some great new user controls builtin.
