I heard you can install Visual Basic Express Edition on a pc without an internet connection by burning it onto a CD.
Can you instead save this img file to a USB mass storage device (so as to install it the same way i.e without an internet connection)

I've seen ISOs executed but AFAIK it requires special software which isn't available on most computers.

You can use WinRar to open a .iso (click to download http://www.rarlab.com/rar/wrar351.exe.) All you have to do is open the .iso with WinRar, or tell it the first time to open up .iso files. From there you can uncompress it to the flash drive (if it islarge enough, this process will be just like writing to CD so it will take as much space as the installer normally would on CD.) Note that WinRar says it will expire, but you can continue to use it, so do not be alarmed by any messages, such as a message saying you only have so many days before the product or expires, or a message asking you to register and pay because it has expired. Only a few advanced features expire. If you would prefer to use command line, there is always the command line edition which does not have a GUI included (http://www.rarlab.com/rar/rarx350.exe).
