  You cannot run a Windows update when the Windows Installer (MSI 3.1) is not installed itself. And that's the basic problem here: MSI 3.1 will NOT install.

  I was wondering if any one could help me. I have been trying to install Microsoft Windows installer and ever time i keep getting this error message does anyone know what it means or what i can do the fix the problem

  Hi,
    Could you try installing Windows Installer 3.1 from http://support.microsoft.com/default.aspx scid=kb;en-us;893803 and see if this succeeds If it does then you should be able to continue with the Express install.

  No it won't. Placing anything in C:\temp doesn't guarantee anything at all. It does NOT install, it does NOT update.

  Download this file WindowsInstaller-KB893803-v2-x86 put it in C:\temp and boot into safemode and it will install the latest version of the installer and Windows Update will work.

   I had the same problem - I Repair-ed WinXP Pro using an intergrated SP2 CD, after which Windows Installer 3.1 wouldn't install, which means you can't get any updates.
  
  Here's how I solved the problem:
  Download the EXE installer for Windows Installer 3.1 v2 from here
  http://www.microsoft.com/downloads/details.aspx FamilyID=889482fc-5f56...38-b838
  You can try running it, but most probably will get an "Access denied" error and it will roll back the changes. If it installs fine, then you are set and don't need to do anything more, if not, look below.
  
  Make sure Automatic Updates are turned off, or set them to "Notify me but don't automatically download or install them."
  Also make sure WinXP's CD isn't in your CD/DVD drive.
  
  Check in the Services app (services.msc) that Windows Installer service isn't running, stop it if needed.
  
  Open the X:\Windows\system32\dllcache\ folder (where X: is your system drive) and delete these three files (if they exist):
  msi.dll
  msihnd.dll
  msiexec.exe

  On the Windows desktop, click Start > Run.
  In the Open line, type cmd and then click OK.

  ren msiexec.exe msiexec.old
  exit
  
  (Notice that after each rename you will get a prompt from Windows that system files have been replaced, and it asks for the WinXP CD in order to restore them. Do NOT put the WinXP CD into the drive, click Cancel, then choose Yes in the other dialog box that appears.)
  Restart the computer.
  
  Run the Windows Installer 3.1 EXE installer (downloaded in the beginning).
  Follow the prompts to complete the installation, it will install fine.
  Restart the computer.
  
  You might get dialog boxes with errors about msi.dll missing.
  I got such a dialog box from my anti-virus software.
  Start the Command prompt (cmd) again, and rename the three files back.
  Go to Windows Update. It will say it needs to install Windows Installer 3.1, and will say the installation failed, but it will actually succeed.
  Do not restart the computer, click the link to Windows Update Home on the left to go back to the main Windows Update screen with the "Express" & "Custom" buttons.
  Click the Express button, it should show you all post-SP2 updates (around 40-50 MBs). They should download quickly (if you are not on dial-up).
  After the updates install, restart your computer.
  
  You can now change the Auto Updates setting to the one you like.

  You know, I'm very unhappy with Microsoft about this whole issue. I've run into it several times. I run a computer repair shop and we routinely have to do a WinXP repair.

  It seems that almost every time we do this, it triggers this MSI install problem.

  Doing a WinXP repair should NOT force a complete clean reinstall of WinXP. We lose user data and setup, ALL the user-installed programs, and more! This is completely unacceptable.

  Why will Windows MSI 3.1 not install It's not registry permissions: I've set everything in the bloody registry to give the administrator full read/write permission. (Although why that ever changed is beyond me: by definition, the administrator should have full read/write permission.) It's not the crypto-related issues discussed elsewhere on the web (requiring renaming of the c:\windows\system32\catroot2 file). It's just a bloody repair.

  Come on, Microsoft. Get off your rich duffs and give us an answer.

  I have the exact same issue.

  When I tried to install Windows Installer 3.1 v2 from Safe Mode I still recieved '"ACCESS DENIED" and the installation backed itself out.

  This problem started after I did a repair install of xp pro today because IE6 was not working right. That was because I stupidly deleted a copy of winlogon.exe from the dll cache because one web site said it was a trojan if it was anyplace EXCEPT system 32. Well, that's a lie. Winlogon.exe is in three places and I shouldn't have messed with it.

  I suppose I will do a complete clean re-install of xp. There are other suggestions about changing the registry and re-registering msiexec.exe. I tried the registry tweak: that had no effect.

  I didn't try re-registering because there were parts of the instructions I did not understand.

  Personally, I think it won't install because it appears to MS I have a bogus copy of xp. That's just not true. What is true is I stupidly messed up my computer and now can't get it back together right.

  I think the only fix is a complete CLEAN INSTALL, but I am not ready for that yet.

  That's it.  Then it rolls back the backups and other stuff it did, then says:
  
  Windows Installer has been partially updated and may not work properly.
