When I login to my computer as "administrator" the F1 key works
perfectly in Visual Basici Express. Then I logout and login a user
with admin right. The F1 Key gives a message server cannot be
found. Cannot access the Help files under a user login with
admin rights

try to create another user with an administrator rights and after login to windows try to copy the profile which you installed the VB.net on to the users profile which you need.

I install the product as administrator. I user has administrator rights, is in the administrator group. This is stand alone pc. I only has internet access. Every user has Admin rights and is in the Admin group.

How did you install the product As Administrator If you did and do not have administrator privs then I would suspect this is expected behaviour.
Might want to try adding your account to the administrators group and see what happens.
