I want to do my thesis project with visual web developer express, the project is for the university, Can I do that , The university would been used the software that I realize, Can I develop a software for the university without license or do a pay for the tool

    The express editions are a tool over a free product as in using it, the .NET framework SDK.

    When you have finished developing you do not actually need the express edition. You either distribute a executable or publish a website.

    You should not need to worry about licensing because you use Visual WebDeveloper Express Edition to develop your application.
