What about MS Office Charts 11.0 or ZedGraphs...
I tried to use the last one as a UserControl but the IDE failed to add the ZedGraph.dll ...does anyone has a clue

When I was using VB prior to .NET, I found MSChart very limited for what I wanted to do. I discovered Measurement Studio from National Instruments:

It is pricey (from $495), but provides fantastic charting controls and other controls too!
I'm using Measurement Studio this very minute, and haven't found anything that comes to it's functionality! Superb!

The "best" way is difficult to answer because only you know the demands. But here is a cuple of things you might want to look at.

There were BUT they had unlicensed markings on the charts.
Yes, if you have Excell you have a whole chart library.
