I was also facing same problem, but at last managed to solve - thanks to one msdn forum member.
Probably system running with Windows XP - SP1/2 (beta ver) would get the same error message. Install latest WinXP - SP2 (must not be beta ver), and you'r done. Then you'll be able to install VS 2005 Express edition packages.
I really love this VS 2005 Express Edition.

i am also facing the same problem when installing vs 2008 on vista business i either cant install sql server 2005 enterprise on vista business
