How would i go about creating a .cpl file (which i will include with my app)

so how would i go about creating them I tried puttting an .cpl instead of an exe and that didn't work. .Also i find that .cpl's have different names to what they are on the control pannel.

It's a Control Panel Extention

Most of the classes from the control panel are CPLs.
