is it allowed to create and distribute a DVD contaning the ISO images and the complete Setup of the VS Express suite, without, of course, the personal registration codes
In my opinion this would help to promote the use of MS VS Express also with people that cannot use the on-line installation, e.g. beause they don't have a DSL connection (and in Italy this is a common situation).
Of course it would be only an alternative way to install software, maintaining the requirement of online registratin after the installation.

The offline installation images do not require a registration code, it might nag you for a few days but will continue to work.
I am not sure what kind of redistribution you are referring to, download and burning it for a friend shouldn't be any problem. Distribution as part of something commercial like cover disk on a magazine might need permission.
You can always contact Microsoft about this, they will provide you with a better response to what is allowed.
