I checked the install log and found the following error prior to the rollback.
Couldn't load string ID: 2000 From file: CustomText.1033.dll
I googled this error and found that it had occurred in prior installs does anyone know how to get past this issue/around this issue. Or what string Id: 2000 resource string says which may be the real cause of the failure, i.e. if I was not having a problem it would not need that resource.... Any help will be greatly appreciated.

AlanH99, this was what I needed! Thank you! I uninstalled the Sharepoint Services from the Portal install and downloaded the version you linked to and that did the trick.
The only other issue I had was I was installing under the local administrator account and kept getting an error message 28004. I then logged into a domain account with administrative rights to that computer and things completed.
Now I need to get on to the connecting of my Visual Studio 05 to it ;)

I had to add DOMAIN/TFSSERVICE to the Sharepoint administrator website group (through IIS..then to Share Point Central -> browse and then click on the link to change the admin group)
We use DOMAIN/Domain Admins...course I'm pretty sure this is a totally wrong for security reasons...but we're just (sounds like you are too) trying to get the thing up (it's all behind a firewall anyway) to the new version.
Let me know if that works....was SharePoint working correctly prior to your upgrade

Hi:
This worked for me... make sure the domain users you are specifying in the setup have local login permissions. For example: Add domain\TFSADMIN and domain\TFSREPORTS to the local Users group.
You may need to modify the group policies on the server to allow domain logins.

PS: If all else fails installing as a domain admin (instead of local admin) has also helped in the past...

Yeah, we really don't care so much about security right now since it's just going to be a test machine in our network, behind all our security firewalls, etc. We basically want to set it up to evaluate and then we'll decide how we want to set up the real thing.
I'm going on a business trip tomorrow-Sat so I won't be in the office but I'll try this suggestion when I get back.
I know I initially installed Sharepoint Portal Server 2003 from MSDN and got it all fully running where I could see the Administrative webpage. Then I ran TFS and one of the Health Check items said the Portal component needed to be uninstalled, so I did that from Add/Remove programs. I guess I was only supposed to install part of Sharepoint so maybe this is causing all my problems. I've never used Sharepoint before.

That's a different product than Sharepoint Portal.

We needed to create a user group manually on our local machine where TFS is being installed called STS_WPG and then add DOMAIN/TFSSERVICE and DOMAIN/TFSREPORTS to that group.
The install seems to work after that (until the next roadblock with the Domain Controller).
Just a general question to the TFS team if they are listening. How do you plan on supporting clients who installed Beta3 Refresh based on the recommendation that we install Domain Controller on the SAME machine as the TFS Server

I had the same error and I also had install both Windoes Sharepoint Services and Sharepoint Portal Server.
I fixed it by:
1) removing Sharepoint Portal Server
2) removing Windows Sharepoint Services
3) down loading and installing Windows Sharepoint Services from the link in the installation guide... here is a bit of the text with the link.
Download Microsoft Windows SharePoint Services 2.0 with Service Pack 2 (http://go.microsoft.com/fwlink/ linkid=55087) and save the file to a convenient location on your local hard drive.
4) rerun the Team Foundation Server.
This fixed my problem, I hope it helps you and others.

FYI, I filled out the install survey yesterday and I emailed you guys my full log files.
I have also tried redownloading, and mounting the ISO directly instead of buring a CD and that also failed with the same message. This is why I doubt the error message of a corrupt file is the cause of my real problem.

The setup log can be found in the %temp% dir with a name like "VsMsiI*.txt"
