Hello.
I'm a little confused what went wrong on the SP1-CTP upgrade.
Now, all three times I installed SP1-CTP, it failed to upgrade the "Database Services," but possibly for varying reasons
Attempt 1: Received message about Pending Reboots, message about Full Text .dlls being locked. Stopped Full Text service, selected "Try Again," received "Failed" for "Database Services" component; successful for all other components. Rebooted.
Attempt 2: Received message about Full Text .dlls being locked. Stopped Full Text service, selected "Try Again." received "Failed" for "Database Services" component, "Warning" for "Analysis Services" component.
Attempt 3: Right after authentication-validation, stopped all SQL Server services. No longer received message from Full Text, but still "Failed" for "Database Services" component. Received "Warning" for "Analysis Services" and "Reporting Services" component.
In every case, the resulting SQL9_Hotfix_KB913090.log seems to suggest these files were somehow locked such that the install program couldn't review them.

Unfortunately, the file permissions didn't affect the install, but the error message you pointed out helped immensely.
I was an Administrator the whole time, validating by Windows Authentication to perform the upgrade.
I also attempted the install as the Service log-in account (also an Administrator), and got the same messages. This occurred even when I explicitly granted the log-in account the "Full Control" access on folder and file-levels as suggested.
The install worked when I used the Administrator account, and SQL-authentication to perform the upgrade.
I have a feeling that the problem rests in some difference between an Administrator versus the Administrator, because SQL-authentication should not have been a factor regarding file permissions.

Internally we use a return value 3 to denote an unexpected error. This is a good start when searching for an install error. Search the known log (or the parent log folder if you're not sure) for the text string "return value 3". It's not certain to lead you to the right path, but it can often help filter out the noise of the logs and get you headed in the right direction.
So just to confirm, did the install work after reassigning the file permissions

Thanks for posting the logs. The error message is:
SQL Server Setup failed to modify security permissions on file D:\MSSQL.1\MSSQL\Data\ for user (*my_net_ID*).
This is a known issue that we are working on. The problem is that there exists a file in this Data directory that the user running SP1 does not have permissions to modify. The workaround is to figure out which file this is (typically a user created DB) and to temporarily assign permission to that file(s). You can revert back to the intended permissions after running SP1.
Let me know if you have any problems with the workaround.

I went to Windows Explorer, selected all files, right-clicked, Properties, Security tab. I received a message that the NTFS-Security was different among files, and would I like to reset these files I clicked Yes.
However, I am an Administrator all along, but it wasn't I logged in as the Administrator that I got it to go through. (I even tried as the Service log-in account.)
I got to hand it to you though. Thanks for your eagle-eye troubleshooting!
But how on earth were you able to parse that 12MB file so fast You gotta teach me what you looked for!

The pending reboot and locked files dialogs can be ignored for the most part and the installer should handle the startup/shutdown of services correctly. I think the real error is going to be displayed in C:\WINDOWS\Hotfix\SQL9\Logs\SQL9_Hotfix_KB913090_sqlrun_sql.msp.log
