Do Report manager or Sharepoint Services provide an easy way to allow a report recipient to annotate a report and capture their comments specific to a report
I know announcements and discussions are available in Sharepoint Services but is there anyway to make them specific for a chosen report

No there is no supported functionality for what you are mentioning, It should be developed by yourself as an application.
Reporting services only delivers reports in many ways.
