To debug this further, look through the setup log files located at %Program files%\Microsoft SQL Server\90\Setup Bootstrap\Log. You should find additional clues there to what went wrong.

I finally tracked down a couple of developers who know something about SSMSEE. Apparently for this version of the product only, it'll only log if you specifically ask it to. This is an oddity of the slightly unique way we install SSMSEE. Anyway, try a command like this to generate a log so you have something to work with:
msiexec /i sqlserver2005_ssmsee.msi /l*V c:\setup.log

There should be a summary.txt file in the log folder; it should give some sort of indication of how far along the installation got before failing. Then there should be one or more log files in the child directory, \Files. One of those should contain information to help us diagnose the problem.
I have to admit that I haven't personally used Vista yet, and it's quite possible that this is a Vista-specific issue. But regardless, the log files should hold the clues to help work through the problem.
