save your report and restart doesn't work

After designing a report in Report Builder and adding a filter, I receive an error everytime I try to change the filter data properties.

The "Operation Failed" error dialog says to save your report and restart. Playing the part of a naive user, of course I followed the dialog's instructions and did not have any better luck the next time. I'm worried about the implications. It doesn't appear there is any recovery from this error.
