Can Access execute command-line commands if not, it can't be done.
Why do you want to do this

Executing a package from the command-line using dtexec is the ONLY way you can pass parameters to the package.
I'm confused as to:
a) Why you think command-line is not suitable for you
b) Why you want to do this from MS Access
