Can you build reports using SQL Express w/o SQL 2005. If so how, the online books are not making this very clear.

You can use Microsoft SQL Server 2005 Express Edition with Advanced Services.
But this is only capable for local relational data:
-Run SQL Server Reporting Services reports on local relational data.
