I had the same problem and I was able to fix it... but I did a few things and not sure which one did the trick...
1) I completely "Turned Off" or "Disabled" every feature in my Norton Security Suite
2) There was a .NET 1.1 Hotfix (on top of the .NET 1.1 Framework Install) that I unistalled
3)... actually I think that it is it.... Oh... I actually removed the components (in Windows Components) for Outlook Express, Windows Messenger and ALSO IIS. Basically Uncheck the options and saved the configuration...
Then the SQL Server 2005 Express Installed with no issues!
