MSDE 2000 crashes win2k on after setup

I currently am working on making an install disk for my companies software that relies on MSDE 2000 SP4. I created an install disk, with setup Factory 6.0, that copies the exracted MSDE SP4 setup Files to the C Drive and executes [Setup.exe /settings setup.ini /log "C:\SQLinstall.log" /q+]

The Setup.ini File is as follows

[Options]
DISABLENETWORKPROTOCOLS=0
SAPWD="Password"
SECURITYMODE=SQL

after that I prompt the user to restart. Which did succeed, and on reboot finish the installs for my companies software and setup the database tables. Now this usually works just fine on win2k and XP. However upon shutdown. Windows Failed to Boot and a blue screen popped up with "SQL Server at Logon Memory Address 0" (This is all second hand knowledge since they started reloading windows without me) Apparently booting in safemode gave the same error and they did not try the command prompt. I have seen this error twice both on win 2k machines with the following specs

Windows 2000 SP4

2.2 GHz

512 Mb Ram

30 Gigs HD
