I downloaded and setuped the Feb CTP of WinFX ,SDK and so on...(All in Vista Developer Center)
But I can't find "New Project"----->"WorkFlow",and WinFX is here normally!!!!
I used Visual Studio 2005 TeamSuit Chinese Edition.
Please give me the answer.

Is this the first time you have loaded the CTP or did you have earlier version

You mentioned that you have chinese edition of VS.
In order for you to get VS designer and templates, the language of the VS and the language of the VS designer for the WF should be the same.
Since CH version of WF designer is not available, you will have to either use EN version of VS and install EN version of VS extensions for WF or wait until WF RTMs and has a version in CH available.
There will be a Beta refresh available sometime in March (mid or a bit later) which will allow you to install EN version of VS extension for WF on any language of the VS and it will work.
Sorry, this is probably not the answer you were looking for but this is how it is.

You need that in order to be able to create workflow projects.
