Sorry but I am not as well as you in English but try ...

I am Iranian and here the Gov. has filtered many of sites (from Porn to politic or many Web logs)
We try to Develop an application to break this limitation.

Is it possible to use a Security Library to get the raid of this filtering

or do you know any solution with out using Proxy.
Or if you have any suggestion Please tell me.

If you are advised to go through a proxy and your ISP enforces it,
there is not much you could do. WHen you send secure requests, the proxy
WILL know what site you are going to and might not allow you to do so.
