For development I'd recommend having a minimum of 512 MB RAM on minimum of 1Ghz Processor.
This will entirely depend on your solution which was developed with VS 2005. Obviously a simple console based application that prints "Hello World" to the screen will have significantly lower requirements that a DirectX/Direct3D based FPS video game.
As far as the console example goes the machine should have the correct version of the framework installed and loaded on his or her machine. I don't believe there should really be anything else.

Sure, I am aware of that. But for a windows forms application, I was thinking more along the lines of - will it run on Win95/98/etc - what is the minimum memory requirement (for "hello world") - does it require a pentum class processor (or pentium 2 or 3)
