Hi. I'd like to use certain features like the vibration to signal when I get an IP-Relay* call. My point is I want to develop a terminal application that I can make and receive IP-Relay calls over a data service like EvDO or EDGE. I thought about using a phone's voice features for having a SmartPhone/Pocket PC-combo application to translate from text to TTY (teletypewriter for the deaf and hearing impaired) and sent over the cell phone service (not data, but voice) and then when the caller sends the TTY tones over the voice signal over to my SmartPhone/PPC-combo phone, an application will translate TTY tones to text for me to read. Developing an application to use the phone's features give all the deaf users an advantage that they don't have to connect an external TTY machine to Palm Treo 700w or Motorola Q. Why have two QWERTY devices (TTY and SmartPhone/PPC-combo phone Doesn't make any sense...wouldn't it

I'm planning to buy Motorola Q but not now because I have no credit and I have GED to pass right now (reading is the only one to pass: 400 out of 410, which I have 1 question wrong from getting a 410). My total GED score is 2270 (Writing: 490, Math: 500, Reading: 400, Science: 470, Social Studies: 410). I know my obvious answer for not having a credit is "get a job and apply for a credit card" but GED is getting on my way and I wanted to get my hands on Motorola Q and I'm starting to lose patience... I have a Motorola V710 purchased from Alltel with an Ameriphone Q-90D Portable TTY but have problems with sending/receiving TTY messages over Alltel's digital network and it seems to me that Alltel doesn't support TTY tones over a digital network... I'd like to go with T-Mobile Sidekick II (a pager used by the deaf community) or Blackberry but I'd much prefer Windows Mobile smartphone/PPC-combo phone like Motorola Q (don't mind not having a touchscreen...it's OK). I don't like having to connect an external TTY machine to Motorola Q as it's a hassle when I receive phone a TTY phone call.
To keep my question short, is it possible to have an application use phone's features like vibrations and voice features
*IP-Relay is a new form of communication like when you dial 711 to call a hearing person and it's used for people who are deaf or hearing impaired (I'm hearing impaired) but you don't have to dial 711 anymore because the use of TTY calling over the Internet are catching up. The IP-Relay that I use is "My IP Relay" and can be visited in www.ip-relay.com. I've registered a phone number there so those who dial my number doesn't have to dial 711 anymore. When I receive a phone call, I can begin a conversation using a QWERTY keyboard.

Use SmartPhone/Pocket PC-Combo Features For Development: Is it possible?

Just to remind you that not only my TTY application can let me send TTY/IP-Relay calls, but also receive TTY/IP-Relay calls using my TTY application that I'm developing for.
NOTE: I could edit my first post but got an unknown error so I created a new post.
