If money isn't an object, I'd suggest a PDA with (at least) 128 MB RAM/ROM, GPRS/WiFi/BlueTooth (what suits your needs), and a fast processor (fx. 520 MHz).
The more RAM/ROM and processor speed - the smoother your application will run - just don't forget to think about performance when designing your application - always think about the devices that your appication targets.

Any PocketPC 2003/Windows Mobile 5.0 device will work just fine

Hi Folks,
From my point of view, for a first PDA, I would recommend the ACER N50 Premium. Very affordable, high connectivity ( IR/BlueTooth/Wifi) 128 Mb.
I have the basic one ( only 64 mb ) and it is an amazing thing.

There is a good list as well as some comparisons posted on http://www.microsoft.com/windowsmobile/devices/shopdevices.mspx
I would also suggest considering to move to VS 2005 if you are just starting to do device development.
THanks
