We are a Certified Partner with the ISV Competency. The ISV Competency gives us a license for Visual Studio 2005 Team Edition for Developers but, we can't download that or the Team Server from MSDN.
We can download the evaluation editions but not the real thing. Is this a problem for all partners with the ISV Competency or just us Can anyone download the real editions of Team Foundation server and/or VS for Developers

I threw away the boxes that the DVDs came in but, the label said something like "MSDN Premium Team Edition for Developers" so I'm fairly confident that we're getting the correct shippments, we just missed the December shipment.
I'm not sure about the Team Foundation server, I seem to remember something about a license for up to 5 seats is included with MSDN (or somewhere) but, I'm not sure of the details. That's on my list of things to figure out.

It sounds like this is a problem for all ISVs. I'm sure they'll get it worked out. In the mean time, I'll wait for the DVDs to arrive.

It is painful to see how horribly ineffective the MS Partner program is being run.
I finally received VS Team Edition for Developers in our January shipment.
I received my April shipment today, but Team System Workgroup Edition was not included, even though MS Partner support promised me on April 9th that it would be in this shipment. I still cannot download VS 2005 TE from MSDN Downloads and I still can't download TFS WE from MSDN Downloads. Obviously, emailing and calling Partner support does nothing so I'm at a loss as to what else to do.
I'm extremely dissatisfied with the MS Partner program.

There are now five different subscriptions levels of MSDN Premium. As an ISV we should be at the VS TE for Software Developers subscription level, but we are at the VS Professional level - that is why you can see one in the Subscription Downloads and not the other. This is not regulated by MSDN, but thru Partner. MSDN can only see that we are a Certified Partner. The subscription level is controlled by Partner.
The dvd for Team Edition for Software Developers shipped Dec 2005. I am not sure about the Foundation Server Workgroup Edition - but the point is at your current subscription level its not going to be shipped to you.
I would recommend calling and asking for the correct shipment. I have tried that, hopefully it will get straightened out.

I think we are in nearly the same boat. We re-enrolled w/ an ISV in February.
How can you tell if there was a change in your shipments Is there some type of indication on the monthly packaging I thought the only difference would be the TE for Software Developers - and I think that's what were both waiting on.
I believe you will need to specifically ask for the TE for software developers DVD. I had also called in requesting a re-shipment of December 2005, but ended up getting a subsequent email response indicating that they cannot order monthly mailers prior to two months back.
Also, I could not locate any info about Foundation Server Workgroup Edition. At least nothing about ISVs getting access or licensing. If anyone can provide info I would appreciate it

I found a similar thread in the microsoft.public.msdn.general forum. The topic was closed but I was able to contact an MSDN Lead Program Manager directly. This is what he had to say: "This is a known issue, and is currently #2 in our dev queue to fix. Unfortunately, a proper resolution involves a non-trivial back end fix to how we handle customer data, so it might be until summer to get it fully fixed. (Not promising a date or anything, just mentioning that we’re trying to juggle a bunch of high-pri date driven projects). Anyway, I’d recommend escalating this to your partner contact at MS, they might be able to help with workarounds while we get this addressed."
-so a correction to the download access issue will not happen soon.

As far as licensing - ISV's have a "VS TE for Software Developers with MSDN Premium" subscription level - so receive the VS TFS Workgroup edition with five designated users. This is actually detailed in two links from one of my previous postings - I just couldnt decipher it until now.
Also my request to ship me specifically TE for Developers resulted in them shipping me an ISV Competency Kit - which doesnt contain any software. Partner thinks it does, but fulfillment is done by MSDN. The kit actually contains a letter which indicates: download it or request media from Partner. Kinda funny in a sad way. Any way Partner is now shipping me out a "full MSDN subscription replacement". Seems kinda wasteful but apparently the only way to get me what I want.

Once we got our ISV Competency we started getting the right shipments (TE for Software Developers). Unfortunately, we didn't get that competency until January so we missed the December shipment. I called and they're supposed to reship the December DVDs.

The trial expires in 180 days. Since I've been unable to download VS 2005 Team Edition since October, I have no confidence that I will be able to get access to MSDN to get TFS workgroup edition. And if I can't download it, I can't get the keys for it, thus negating the fact that there is a migration path from trial to workgroup.
The issue remains that MS Partner support does not seem inclined to do anything about it.

I have encountered the same issue. We are also a Certified Partner w/ an ISV compentency.
The download should be available (at least that's what MSDN specifically states) but apparently the access is dictated from the Partner side.
I have contacted MSDN and Partner support several times. All of the answers have been different. It's pretty frustrating.
The software not being available from Subscriber Downloads is a bug. I have logged the issue, but unfortunately this is not the first time I have logged an issue with the Partner site - the last one took about seven weeks for them to create a work-around.
Also, you should have received the software in your monthly media shipment (ours is on back order). You might be able to find it there or have them re-ship it.
