Error Upgrade VB6 Code

When I try to upgrade VB6 code I get this error

Cannot start upgrade engine. the remote procedure call failed. (exception from hresult: 0x800706be)

has any one an idea of what's the problem here and how to solve it

I followed the link you provide

I've tried every thing in that but the problem still exist

but one of the fils that they suggest to reregister did not register succeessfully
