Custom user interface

I enabled custom user interface  in Windows' Group Policy Editor and select interface file name a C#.NET 2005 application. I have problem - the application doesn't get focus because some other program starts (something related with GDI+). How to assure that my application gets focus I didn't have such problem with C#.NET 2003 application...
