I would like to know if i could create a piece of software like "Who wants to be a millionaire", dvd game of my own with visual studio .net 2005

WINFX is a better choice to do graphics rich programming.You can use GDI+ libraries of VS.net 2005 also to do such type of programming.

If you mean to create a similar Game to "Who wants to be a millionaire " then yes, you can create that with your Visual Studio 2005, though its quite complicated and you should use DirectX for your graphics of your game. Here's the forum to ask DirectX. DirectX and Windows Game Development

Paul is right. You should take a look at DirectX and maybe you should use databases in your program. So, if you have Visual Studio .Net 2005 you shouldn't have any difficulty to do that game. Paul is also right in that: If you are going to create a similar Game to "Who wants to be a millionaire " then it's okay.

No, you can't. "Who wants to be a millionaire" is a trademarked brand. To create any game which resembles that TV concept, you need to negotiate for a license from the show production company.
